I'm loving the time signature. I'm not very knowledgeable on them but It's fun trying to wrap my head around the beat of this piece.
I didn't find anything annoying about the scratching. I like the inclusion of ambient filler as long as it's not jarring. I think you hit it well.
If anything, the song could use something that would make it stand out more. A singer, a distorted synth lead, maybe another build up during the second half using an elongated drum fill? Something that makes the song yell.
Time signatures are hard to get used to outside of 4/4. But it's well worth the trouble of learning. I still struggle with it.

It reminds me of Cave Story and generic anime intro music. But generic anime intro music sounds 10x better as a chip tune.
